PowerSmart Lawn Mower Parts - Brake Control Cable, Stock #303200099

I purchased a snowblower powered by this on Amazon. It arrived non functional, which I only learned after the battery was used by the first snow. Very frustrated. That solid red light just keeps glaring at me.

Any ideas of how to fix would rock. I really don't want to add another $100 to an already expensive purchase.

DB7659-22 snow blower parts. Need new impeller out of stock and unable to learn when they will become available Hope it doesn't snow!

Got the part and no instructions on how it gets installed???
