80V Charger DB2208

I purchased a snowblower powered by this on Amazon. It arrived non functional, which I only learned after the battery was used by the first snow. Very frustrated. That solid red light just keeps glaring at me.

Any ideas of how to fix would rock. I really don't want to add another $100 to an already expensive purchase.
